The Phase 10 consent manager keeps non-essential analytics disabled until a visitor grants consent. Final cookie categories, providers, storage names, lifetimes, regional defaults, and revocation behavior must still come from a production request inventory and legal approval.

Strictly necessary storage may be needed for security, consent preferences, forms, and admin sessions. Analytics or marketing storage must not be enabled before the provider inventory, event dictionary, and consent language are approved.
